pls find our wordpress requirement and suggest :

User Process flow :-
1) User select the form/application/notice with language in which user wants.
2) One form will appear, user need to fill up data as per forms,
3) In next window user need to fill up log in detail or log in as guest
4) After log-in one bill appear with user address and name and amount needs to pay
5) after bill window payment getway will redirect to payment getway and user need to pay with internet banking,debit card/Credit card etc.
6) on successful payment, user will get final PDF of document requested and also user will get email of final PDF on his/her email id.

Our Requirement :-
Develop such admin panel that we as admin can add new forms
