Error: Failed to load PDF document

I am trying to use PDF2PRO plugin to export form to pdf. Although Its showing this error:
Failed to load PDF document

PDF File i am using is this:

Your PDF document does not have PDF fields, you must use a PDF form (with Adobe PDF fields) as our plugin does not ‘create’ PDF forms or fields, it fills them. We suggest using Adobe Acrobat or PDFEscape.com.
