My real issue is the following:

The download link downloads a file that is named ‘minors.pdf’ with the asterisks, which is un-openable. If I manually change the filename on my computer and remove the ‘ at the beginning and end of the filename once it’s downloaded, the file will open as a pdf. Obviously, the website visitors won’t understand how to do this, nor should it be necessary.
